It was was written by Mexican-American Roman Catholic priest E Donald (Don)
Osuna (b 1936) when he was working in Oakland, California. It was
originally published by OCP in 1972 and re-released in 1978.
It was included in Glory and Praise 3rd edition, volume 21, but does not appear to have been very widely used or published
between the 1980s and 2010, but has been used in a number of places in the
last ten years, and is sometimes suggested for funerals.
The hymn is sometimes published in the Breaking Bread series. Sheet
music is still available from OCP (link below).
It is set to an unnamed tune by Nancy Elze. This has a 4/4 time signature. In the key of Em, the first few notes are F E D F_ F G_ F G E_ with accompanying chords D / Bm / Em / A.

The lyrics are copyright so cannot be reproduced here. But they are currently available on this website. A rough outline is:Chorus:
Those who see light can walk in the dark.
Those who see love can see God.
1. Those who look up will discover God's face,
... will see God's return.
2. Those who have witnessed the sunrise and set ...
3. Those who see good in each person they meet ...
