It was written by Canadian evangelical convert and pastor Steve Stewart, in 1980. It was included in Scripture in Song, Volume II, Songs of the Kingdom, published in New Zealand in 1981. At that time, it was listed as copyright Scripture in Song.
The song doesn't appear to have been recorded or published anywhere since then. But YouTube clearly shows that it is sung in a number of countries, and CCLI reports that it has been translated into Korean.
It is set to an unnamed tune, also by Stewaret. This has a 3/4 time signature. In the key of Eb, the first few notes are G B G F c_ FE G E_ with accompanying chords Eb / Bb7 / Cm / G7.
