It was written by English Anglican and at the time hymn-book editor, writer and composer (and later priest, bishop and member of the House of Lords, Michael Baughen (b 1930.
It does not appear to have been widely published or recorded: the UK-based Jubilate Hymns list it on their website, but do not appear to have any sheet-music in print. In the early 21st century, the hymn was found in a "home made, words-only" hymnal most probably from Ireland in the 1970's or 80's and used by the charismatic movement.
With meter 8 9 9 9 and refrain, the tune it is set to is unknown.
